The California Department of Transportation (Caltrans) is moving towards digital material weight ticketing (E-ticketing) by engaging in a statewide pilot of a central Caltrans E-ticketing portal and smart phone app. The goal is to pilot use of E-ticketing on many construction projects using hot mix asphalt, concrete, and aggregates in the 2025 construction seasons in order to evaluate systems and processes in anticipation of a further roll-out in coming years with a fully integrated system, possibly as early as the end of 2026.
California is revamping traditional paper-based processes for highway construction projects by integrating them into electronic and digital workflows. e-Ticketing provides digital means to produce, transmit, and share materials data to track and verify materials deliveries. This streamlines inspections and improves contract administration processing.
Caltrans is leading the industry with the introduction of the Caltrans Portal to enhance productivity, reduce environmental impacts and become safer across state job sites. The Caltrans Portal grants access via desktop and mobile devices and simplifies the exchange of material data from across the ecosystem of construction management systems.
The Caltrans Portal will connect in real-time any asphalt, ready-mix or aggregate producer, regardless of ticketing vendor.
"E-ticketing, a nationwide FHWA-sponsored innovation, as most states actively participating in pilot projects or full-scale implementations. The e-Ticket serves as a digital replacement for traditional paper tickets, documenting delivered and accepted material weights for hot mix asphalt, concrete, and aggregates. Caltrans has successfully advanced through multiple phases of this initiative, including piloting e-ticketing on hot mix asphalt projects via change order and expanding to concrete and aggregate projects. In 2025, Caltrans has progressed to Phase 3, issuing a new non-standard specification and a special notice for bidders on 18 potential pilot projects. This marks a significant step in modernizing construction documentation and enhancing efficiency."
– Perry Mayer, Senior Transportation Engineer, Caltrans
As sponsored by FHWA, Caltrans is attempting to rid itself of traditional paper-based processes for highway and bridge construction projects by integrating them into electronic and digital workflows.
E-ticketing provides digital means to produce, transmit, and share materials data to track and verify materials deliveries and accepted materials amounts. This streamlines inspections by relying on a centralized Caltrans portal and a smartphone app to be used by the inspector, in order to instantaneously and automatically share and communicate material data between the Department, contractor, and supplier. It also improves contract administration processing by eliminating paper, human contact, and delays in relaying information between the parties. Use of the Caltrans portal and smart phone app enhances efficiency and productivity, simplifies the exchange of material data, reduces environmental impacts, and increases safety at the jobsite by eliminating the need for the inspector’s collection of paper tickets near traffic.
Contractors and suppliers use various E-ticketing vendors. The centralized Caltrans portal works in real-time and will connect to any asphalt, concrete, or aggregate producer and supplier, regardless of the e-ticketing vendor.
Nothing. California Department of Transportation has partnered with HaulHub to provide one software license for every supplier/producer. If your ticket data is centrally located in one database, the Caltrans Portal has everything you need to start sending e-Tickets to California Department of Transportation at no additional cost.* (*Producer/Supplier assumes all costs associated with modernizing their systems to meet this requirement beyond what is outlined.)
Yes. The Caltrans Portal is the most flexible e-Ticketing portal available and works with all major construction material.
California is moving towards an all-electronic ticketing program for its Caltrans projects which will eliminate paper tickets associated with Hot Mix Asphalt, Ready Mix Concrete, and Aggregate. Not only will this streamline the Caltrans construction projects, it will allow the state to save money on every ticket, ensure vendors are paid faster, and create a more sustainable solution for the environment.
Yes. California Department of Transportation has secured basic IT services from HaulHub to get your operations up and running at no cost to you. This assumes that your ticket data is centrally located in one database. If your plant systems are not consolidated into one central database, you might require additional IT services.* (*Producer/Supplier assumes all costs associated with modernizing their systems to meet this requirement beyond what is outlined.)
No. The Caltrans Portal provides API access for producers with existing e-Ticketing solutions, or with internal IT resources.
